The red line is the 100-year flood level. Current plans call for the library to be built one foot above flood level, while some on the city council want it to be built two feet above the flood level. The cars at right give you an idea of how much water would be involved. Current plans put the library 3.5 feet above street level. Library supporters are concerned an additional foot of elevation would force them to look for a new site.
